Restart Resets Start Menu to Default Icons

Every time I restart my computer, my Start Menu resets to the same, default
icons -- Stuff I never use and I want gone.
Further, anything program that I did open is now removed -- leaving Welcome
Center, Windows Media Center, Windows Media Player, Windows Photo Gallery,
AOL 9.0, Windows DVD Maker, Windows Calendar, and Windows Meeting Space.

This irritates me to no end. Is there anyway I can get these icons off my
Start Menu -- for good?
I've tried "Remove From This List" and I've messed with the settings.
Nothings works and they keep coming back.

I'm running a Gateway Notebook with Windows Vista Home Premium.

Any help is appreciated in this matter, thank you.

Frequently Used Programs list is reset to defaults during every logon in Windows Vista:
