Resourece reservations via OWA/Outlook 2003 double booking

When I book a conference room via OWA it appears on the calendar but the
resource does not acknowledege the booking. When I book that smae
resource/timeframe from the clinet I am able to do so and I am receive the
op-up acknowledgement. During booth bookings I am booking the room as a
resource.

Is this a bug and if so is there a fix?
