Resizing Quick Launch/Title Bar Buttons Trouble

I messed up something on my computer and now I don't know how to fix
it. The icons on my quicklaunch bar and any that are of similar size
are larger now, and i don't like it. I know how to fix it, but there
is something contradictory in the system that is redundant and won't
let me fix it.

I go into Desktop>Properties>Appearance>Advanced>Captions Buttons and
resize them to the size that I want to Quick launch icons to be, that
is, 19. Then, my title bar atuomatically goes to size 19 too. Then,
the obvious thing to do would be to resize the active title bar to be
bigger, but when i change it back to its original size, the Quick
launch items, etc., go back to that same size. So they cancel each
other out. Does anyone know how to fix this? And what's the point of
having 2 different buttons if they both do the same thing???

Try here :
Control Panel > Display,
Appearance tab > Effects button,
Uncheck "Use Large icons...".
Click OK, OK

I don't have it checked. Any other suggestions?
