Reset Port 80

In upgrading from Win 98 to Win 2000 I can't connect to
the internet/outlook express. I updated the LAN board
with appropriate drivers, ipconfig /all shows connection,
but somehow Port 80 is not allowing 2 way communication.
Can I reset Port 80?
