Reserved error

This used to be TransferDatabase Problem, but I decided to build a .dbf file
another way. I linked to the .dbf file, and attempted to delete all records,
then append my new records.
Append worked fine, but I had left out the Delete step.
When I did a simple Delete (all) on the .dbf file I got "reserved error
(-5016); there is no message for this error"
KB seems to have no answer for -5016, but it looks like a Jet error.
I am currently using 2007 set to 2003 DB output.
I am going to take this over to another machine and try 2003.
Any thoughts welcome!
I just need to build a .dbf file, whether this way or by TransferDatabase I
don't care!

Second step: tried on another machine in 2003, same problem.
However, it turns out the delete did work - except for one record!
That returned the error, and when I tried to delete manually, it said record
was locked by another user: could not be, but could have been a leftover flag
as I copied from another machine.
