Requiring Accpetance of Internet Use Policy at IE start up

My school district has asked that students be required to accept our Internet
Acceptable Use Policy everytime they open up Internet Explorer. I'm not sure
how to accomplish this. So I need a script or something that will take users
to our Internet Policy website and require them to accept the policy before
using IE, and shut down IE if they choose not to accept the policy? Thanks
for any help.

Your school district needs an IT professional to implement this, Sheldon,
especially if the policy is to apply to student-owned machines.
