REQ: DjVu (Deja Vu) file creation/conversion program.

Hello,

Is there a free DjVu (Deja Vu) file creation program? I don't mean this:
http://any2djvu.djvuzone.org/any2djvu.php. I really want something
that will sit on my desktop, ideally, that I can run in batch mode.

Does anyone know what the precise status of the Deja Vu format is?
Is it open source? If so could I get hold of that source and compile my
own desktop conversion program? If so, why do there seem to be so
few programs out there offering conversion to DjVu - I could only find
the LizardTech one.

As for djvu, lizardtech has been bought out by a financially stronger
company, one that seems to have a long term strategy in place. As far as
I'm concerned, it's the best electronic document format, and between a
strong open source program and a commercial company, it will survive.

While I can find free DjVu viewers, I can't find any free DjVu creators for
Windows.
