Repeated transmits with email in Outlook 2003

My emails get hung up in the Outbox and do not transmit. or if they transmit
then the emails with attachments of about 3mb or more get stuck in the Outbox
and keep getting transmitted. Is there a solution? I've tried all sorts

Did it work before, large attachments that is?
It might be a limitation imposed by your ISP

it worked before. but only this usser has a problem other users do not face
this problem. could it be the Mcafee Internet Security

Wade,
It might be that the user, that is having a problem with the message, ISP
may have changed their policies about sending and receiving large email
attachments. They need to check with their ISP, and see if there has been
any recent policy changes.
