Rename old user

We have a staff left and need to change the settings for the new
replacement. What is the best way to change the old user to new user? Can
I modify the old user or install a new user. Your shared experience is
appreciated.

You need to create a new User Account, then copy the data
from the old account to the new account, then delete the
old account.

Make a new user and archive the old user just in case.

Right click the user name and click rename in local users and groups.
