Generally you remove it from one of the startup locations (files and
registry). A Startup Manager can make that easier.

If XP, enter msconfig in the Run... box
If W2K you need to either download the XP version of msconfig.exe or
use another tool. Some at:

Knowing the OS and the program that's a problem would be considered
very helpful when posting you question...
