Programs that work with 2.6 should work with 2.8 as it is
still reverse compatible.
In XP, there is no way to downgrade, repair, or remove MDAC
officially. The only thing you can do is install a newer
version.
As you have found out, installing an earlier version is
futile- it is protected by System File Protection.
Search google for csrepair.exe I have had luck with that
where I work on troubleshooting MDAC issues- just open it
and choose to re-register MDAC. You can also do the same
with Jet 4.0 while you are in there
