Removing Fonts Safely

I notice that if I copy a font to the Windows\Fonts folder it appears to go
through a quick installation process. If I move or delete fonts from this
folder does the system do a similar un-install, or does moving or deleting
just confuse the system? There are a number of non-system files I never use
and would like to off-load them to avoid using up system resources. What is
the safest procedure to follow?

Also, is something like the Extensis Suitcase utility a better method for
dealing with unneeded fonts? I'd really prefer to do my own font management.
