Removing desktop icons

I want to remove many desktop icon shortcuts for uses
that have limited access but get a message saying I
cannot do this. When I gave that user an administrative
account it then reset them to a limited account I
switched to my adminstative user account and found the
icons have been deleted from my desktop as well.

Can anyone tell my if it's possible to coustomise each
limited user's icons and start menue without affecting
all other users desktop icons and program menus.

Place individual users shortcuts in documents and settings\*username
here*\desktop and not all users\desktop.
