remove internet explorer from windows exloprer

How do I remove internet explorer from windows exloprer
using group policies in server 2000. I have specified not
to run iexplore.exe, yet the users are able to get on the
internet using windows explorer and double clicking on
the "e". Users are unable to get on the internet using
the "E" on the desktop or on the quicklaunch. How do I
prevent them from using the internet in explorer???????

Use a proxy server which authenticates the user at your network gateway.
Restrict your firewall so that only the proxy server is able to access web
sites.

Microsoft ISA Server can be useful for this, but there are plenty of other
good products.
