Remove failed dual boot install

I'm trying to help a friend. He intended to upgrade his
laptop from 2000 Pro to XP Pro but somehow ended up with
a dual boot. Unfortunately the XP Pro side boots to a
blue screen with a mouse pointer - nothing else.

How can I safely remove the XP Pro installation?

Start over from scratch and perform a "clean install".
