Remove certain Menu Options

I have several users logging on to a Windows 2003 Terminal Server that have
fairly restrictive Group Policies.

If the user right clicks on a mapped drive in My Computer or Windows
Explorer I have noticed that the Format option is available from the menu.
Therefore I have now removed any option to Right Click in these two
programs. It is possible to just limit the menu options?
