Remove Anti-Virus Program

Need to remove anti-virus program, but I can't access
ADD/REMOVE Programs on Control Panel.
I can't access anything!
Everytime I try to - the anti-virus program automatically
starts and does not let me exit unless I turn off the
computer completely. (Ctrl-Alt-Del didn't work.)
Then the whole process starts all over again.
Any way to bypass it and remove it?

Start in Safe Mode (press F8 early during the boot stage),
then uninstall the program.

And depending on AV App, there may be advice on their site for 'how to
completely remove'
