I have a "home" network set up for my small business. I
have two pc's set up with xp pro. The first is connected
to a always 'on' broadband isp and is basicly used just
for that purpuse. The second is the pc I use for my
business and I access the net thru the first by way of my
network. I want to access my 2nd pc from a dialup pc
elswhere on the internet. Is this safe,possible? would it
be so slow to not make it worth the trouble and risk?

Yes it is possible, however, you need to forward port 3389 from the ICS Host to the ICS Guest computer. Alternatively, if your DSL provider supports it, you may want to install a router, and forward port 3389 directly to the second PC. Dial up will be slow, but the Remote Desktop Protocol can be tailored to leave sounds at the host PC and to minimize the amount of data that actually moves from one PC to the other.
