Remote Procedure Call terminates

Why does NT Authority\System tell me that the RPC has
terminated unexpectantly and the system will restart in
60 seconds every time I access the web

You most likely have a worm W32.Blaster.Worm
DISCONNECT the subject computer from any network IMMEDIATELY.

If necessary to stop the reboot process:
Start/Run
Type "shutdown -a" ENTER

Install or enable a firewall IMMEDIATELY, before connecting to the
internet:
http://support.microsoft.com/?kbid=283673

VERY IMPORTANT to follow ALL steps, closing ports or installing the
patch is NOT enough.
Download the patch and regedit referenced in the article below.
You may need to do this at an uninfected computer and burn to CD or
save on floppies.
Each file is small enough to fit on a floppy.

After this is resolved prevent similar occurrences by installing ALL
Critical Updates from Windows Update.
Keep antivirus up to date and run at least weekly.
Install or enable a firewall.

Because you missed the boat about 2 to 3 months ago and never patched your
machine at
http://windowsupdate.microsoft.com/
to protect yourself from the MSBlaster worm and you obviously do not have a
good updated antivirus software package running that would have notified you
of this.

I suggest you go here:
http://securityresponse.symantec.com/avcenter/venc/data/w32.blaster.f.worm.html
read about it, get the removal tool, make sure you follow the removal
instructions provided.

Also go here:
http://windowsupdate.microsoft.com/
at least once a week for the rest of your computer's Windows life and check
for updates and install at least the critical ones.

And read up on/follow Microsoft's own advice on protecting your system from
just the problem you are having now.
