Remote Desktop Doesn't Work on a Computer?

I can't get remote desktop to work on a pc within my lan!
Tell me what you think:

R.D. works on all other computers on the lan!
I have checked the remote desktop button under the remote tab and it is checked!
I have made sure that terminal services is started!
I have turned firewall off and turned firewall service off!, doesn't have an effect either way.
I have changed ports on the router!
I have run a repair from the dell reinstall CD

Question: On this particular computer, R.D.will work outbound but not
inbound from other pc's. Have double checked my IP configurations and used
static ip's and dhcp, still computer will not allow an incoming R.D.
Connection.

Do a simple test. Can you telnet the computer port 389?

Robert, I am not to swift with telnet commands, but apparently none of my
pc's will connect using the telnet console. However I can use RD to connect
to all of them except the one pc in question!

Robert, Finally getting back to you, yes I can telnet into the problem box.
After doing some research on my own, I am convinced that the issue is with
Service Pack 3. I believe after this update was done, my remote desktop or
terminal services stopped working. Do you have any patches for this!!!
