Remote desktop 3389 port not work

my os is windows xp with sp2
when i use "netsh diag connect iphost 127.0.0.1 3389", it shows
=============
IPHost (127.0.0.1)
IPHost = 127.0.0.1
Port = 3389
Server appears to be running on port(s) [3389]
=============
"remote desktop" has been enabled
but when i use "netsh diag connect iphost 10.100.166.3 3389", it shows
==============
IPHost (10.100.166.3)
IPHost = 10.100.166.3
Port = 3389
Server appears to be running on port(s) [NONE]
==============
10.100.166.3 is my actual ip for my network adapter, which works well for
sharing access from other computer except remote desktop

assuming you have sp2, can you rdc if disabling the ICF?

i can't even i disable icf

But if i uninstall sp2, i can rdc freely
reinstall sp2, not work again
