Remote Access Connection Manager will not start

I had a hijacker virus try to take over control, got rid
of it, but my remote access connection manager will not
start and therefore cannot get my modem to connect when I
need to use dialup. I have tried all the helps that say
to go to services and start the telephony, plug&play, and
those start fine..but when i get to RasMan I get an error
5. Access is denied. Please help.. I don't want to
reformat the drive unless absolutely necessary.
