You will need to uninstall WinXP SP2 from Control Panel -> Add/Remove
Programs and then reinstall Service Pack 2. http://support.microsoft.com/KB/875350
"How to remove Windows XP Service Pack 2 from your computer".
That's the method to reinstall IE/OE in WinXP SP2.

A friend is having problems with IE 6 and I don't know exactly what his
problems are, but web pages won't open properly. He doesn't have access to
newsgroups and right now I don't have access to his computer. I thought by
reinstalling IE 6 it may be resolved, whatever the problem may be. It is not
enough information and right now I wish I hadn't posted this.
If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA) computer repair shop.
And, as PA Bear wrote, there's a good possibility that malware is involved.
