Reinstall win XP problem

am trying to reinstall win XP from CD - get message that the version on the
cd is older than the existing system version - am told to boot directly from
the cd - when i try this, the system, after pressing 'any key' goes through
normal setup and starts windows normally - tried to get into setup (with
alt-F2) but system goes to a blank screen, flashing cursor at top, blue band
near bottom and just freezes

any help much appreciated

Make a SP2 slipstreamed version of Windows XP
and afterward perform a "Repair Install" with the
new CD.

Either one of the following utilities makes slipstreaming
(integrating) SP2 into Windows XP a breeze:
