reinstall outlook

I have just started being unable to send messages in Outlook. I can receive
them however. If I reinstall Outlook (from Enterprise 2007), will I still
have all of my contacts and past emails and such still there? If not, what
should I do to save them?

There is no need to reinstall Outlook. You need to configure SMTP
settings correctly. Another reason is malfunctioning antivirus application.

What are the exact error messages from Outlook?

Which antivirus application are you using?
Who is your SMTP provider?
