Reinstall Networking

One of my consultants brought me a laptop on which he had tried to install
multiple wireless NICs and failed and now even the inboard "wired" and
"wireless" connections will not respond.

I cannot uninstall any of them - it says "failed to uninstall device - may
be in use to boot system"

Ipconfig /all shows no devices at all.

How can I reinstall the networking componenets of windows from scratch ?
and/or delete all devices and reinstall ?

Set new environment variable 'devmgr_show_nonpresent_devices=1' and delete
the phantom devices from Device Manager.
If it won't help, you would use regedt32 and relax the permissions on the
network adapters keys.
