registry value changed... can a patch perform update?

I have a component with a dll in a file location and some registry values in
the same component.

As part of a patch upgrade, one of the registry values must change. The dll
is the component's key file and I cannot change it, move it, or reversion
it.

Is there any way I can force the patch to look at the reg. values in the
component and change them as part of the upgrade?
