Registry editor message box

When i start login windows, the registry editor message box will
appear.
The message is : Registry editing has been disabled by your
administrator.
Is it will effect my computer since i cannot download directly from the
internet.
There will be an error while downloading....
Is it possible to enable the registry editing????
