Registering ActiveX controls

When I deploy my application I register ActiveX controls;
must this always be done by an administrator user (many
of my users wouldn't know the difference between
standard, power and administrator)?

Limited users can install activex controls if their security settings
permit. IE security can be per-user or machine-wide, depending on which
hive you tweak (HKLM or HKCU).
