User Configuration\System\Disable registry editing tools. Enable that
policy and it will disable registry editing with regedit and regedt32
(and I believe TweakUI also). However it doesn't block most third
party registry editing tools.
You can do it via GPOs or via Software restriction polices (if you run
Windows XP)
