red shield with " x "

this just started within the past 2 weeks .
every time i restart my computer ,
i get a red shield with an " x "
on my taskbar . it tells me that
" windows firewall is turned off ,
click this balloon to fix it " .
is there a way to keep this from
happening ?
xp pro sp3

It is easy to make the red shield with an "x" in it and the message go
away. Enable the firewall like it asks you to.

If there is some reason you just don't want to use the Windows
firewall, you can stop and disable the Windows Firewall ICS service,
or you can totally uninstall the Windows firewall.

If you use Google to search for: uninstall windows firewall

You will get directions for both those options and more.

If you are choosing not to use the Windows firewall, please tell us
why. It can conflict with other firewalls, but I am just curious what
issue you have that you think this is going to correct.

my question was WHY is it not active
on startup ???? ,
as it ALWAYS was !
WHY do i have to click the balloon to activate it ?
it SHOULD be on ALL the time .

There is a very good chance that you are seeing the affects of a hijackware
infection.

1. See if you can download/run the MSRT manually:

NB: Run the FULL scan, not the QUICK scan!

2. WinXP ONLY!! => Run the Windows Live Safety Center's 'Protection' scan
(only!) in Safe Mode with Networking, if need be:

3. Run a /thorough/ check for hijackware, including posting the requested
logs in an appropriate forum, not here.

i've run : spybot , malwarebytes ,
super anti spyware , ccleaner ,
ad-aware and the programs that you
provided . ALL came up clean .
i'm at a loss .

If you look in Control Panel at the Windows Firewall it on of off?
Is the Windows Firewall service set to Automatic and is it running?
If the service is not running, can you start it and set it to
Automatic?
If you restart your system, does the Windows Firewall (in Control
Panel) stay on and did the service come up as running?

Do any of these things report errors when you try to set them to the
proper mode?

You can check these things in 5 minutes and don't have to download or
run anything.

Make the appropriate adjustments and report your findings.
