Recycle Bin.. Strange Behavior

One of my WinXP machines has a second (non-boot) disk installed. It is a
160GB SATA Seagate disk. I have the Global Recycle Bin settings set to
"Configure drives independently". On the tab for the above disk in
question, it shows the "Size of drive" to be 149 GB and "Space reserved" to
be 3.99 GB. I have the slider set for 10%. Regardless of the slider
percentage setting, the space reserved NEVER goes above 3.99 GB. It will
reset to be less when I move the slider below 3%, but it will NEVER go above
3.99 GB regardless of the percent I set the slider to. Consistent with the
"Space reserved" setting, it will always permanently delete any file whose
size is greater than 3.99 GB. I have searched the Microsoft Knowledge base
(as well as the net) and have not been able to find anything on this kind of
Recycle bin behavior. Incidentally.. the boot drive slider and delete
behavior works as expected.

Any ideas and/or registry settings that may account for this.. anyone?
