Recycle Bin Gone!

Installed norton 2004 pro and it changed my recycle bin to
norton recycle bin and when i uninstalled and ran a reg
cleaner recycle bin was gone from my desktop and now i
cannot deleted files how can i restore the icon? i turned
off system restore cause had virus and said to turn it off
i do not have any restore points or cannot restore my
registry files before registry scan forgot to back up
registry
