Recycle Bin doesn't empty

XP SP2
I have MS Antispyware installed, all current updates installed and run
SpyBot and AdAware daily.
It shows 78 items in the recycle bin, efter emptying, it still shows the 78
items there and asks again 'are you sure you want to delete these 78 items'
every time I try.
I set the recycle bin to zero size and rebooted, but the 78 items still
show.
Any Ideas?

Are you right clicking it to empty or using Disk Cleanup?

I ask because I had a wierd situation one time with right clicking
emptying, as soon as I ran disk cleanup they disappeared...Don't ask me
how but it appeared that these files did not want to be emptied by
anything but "Disk Cleanup"

Make sure that something is in the Recycle Bin (delete any file). With the
Recycle Bin closed, right click and choose: Empty Recycle Bin. When the
confirm box appears, click ok. Reboot. Now the Recycle Bin should work
correctly.
