Recurring Items Time Wrong in Published Calendars

We have designed a s public calendars and have published them in Outlook
2007. When we add recurring items the time is 6 hours early on the published
calendar. Is this a known error? Is there a fix?

is the time zone in outlook and the server set correctly? Are they in the
same time zone.
