Recurring appointment every 2nd & 4th Tue.?

Can I create a single appointment that recurs every 2nd AND 4th Tuesday? As far as I can see, I have to create two recurring appoinments (one for every 2nd and a separate one for every 4th Tuesday)

That's the only way to do it within Outlook itself. You might want to look
at a 3rd party add-in called WS:Repeat Appointment that allows you to choose
a more customized pattern for recurring appointments. Details here:
