Recovery console problem

My computer has Windows XP Home edition on and won't startup because a file
is missing or corrupt. When I go into the recovery console it doesn't ask
which installation I would like to log into or the administrator password. It
goes straight to the c:/ prompt. I read through a Microsoft article on how to
repair it and I've tried to type in various commands but it will usually say
"Access is denied." I think the reason for this is because of the SET
command. When I type this in the command prompt it says: set AllowWildCards =
FALSE, set AllowAllPaths = FALSE, set AllowRemovableMedia = FALSE, set
NoCopyPrompt = FALSE. I've tried to manually change these to true but I get
the following message: "SET Command is currently disabled. SET command is an
optional Recovery Console command that can only be enabled using the Security
Configuration and Analysis snap-in." I was wondering if there was anyway in
the DOS prompt to enable this....I cannot startup Windows and get into
anything there. Any advice on this topic?

Are you intentionally trying to get into the Recover Console or are you
trying to do a Repair Re-install? I found out the hard way there is a
difference... heh heh..

Only way I know of allowing the set command in XP Home recovery console is
to edit the registry and change the value of

the DWORD value key "SetCommand" from 0 to 1

located at

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Setup\RecoveryConsole

Since you clearly can't log in to do that, it may be better to post in the
exact missing file error message you are getting and someone may be able to
propose an alternative solution
