Recover a corrupted registry

Referring to this procedure: http://support.microsoft.com/kb/307545

In the above procedure it states not to use the procedure if your Windows XP
was installed by a OEM, as passwords & users accounts are created.

Quote: “you may not be able to log back into the recovery console to restore
the original registry hives.â€

Question 1: If I get the user account names & passwords from my OEM (Dell)
will I be able to use this procedure? I’m using Windows XP Home, SP2, I get
this error when I start my computer - Windows XP could not start because the
following file is missing or corrupt: \WINDOWS\SYSTEM32\hal.dll.

As well, with Part Four it will restore my windows to the previous
RestorePoint.

Question 2: Does that only mean only Windows not my data in my Word
processor documents, Databases, etc.?

Also I’m using a computer at work to log onto this web site, I cannot
download the Guided Help.

Question 3: Is all the information I need on the web pages or will I need to
get that download somehow?

Another thing, in Part Three of the procedure under the command lines it
states “Note Some of these command lines may be wrapped for readability.â€

Question 4: Does that mean the last five lines need to be split and have the
“copy†command added to the front?

Let me answer the important part of the question:

The article KB307545 is about restoring the registry hives, not HAL.DLL.

For HAL.DLL issue, pick the correct KB article from the following search:
