Recognizing SSN again

I want to ask this question again but maybe more clearer.

I have cells formatted as a Social Security Number. I
want the user to enter i.e. 000124567 then it displays as
000-12-4567. I am using the built-in Special - Social
Security Number under Format - Cells. But Excel will not
recognize the zeros. So Excel reads the number as 124567.

Is there way to get Excel to recognize those zeros in the
same cell.

Or is this just not possible.

Works fine for me You don't mean what you see in the formula bar, right?
Since the value is 124567 that is what you will see there, but in the cell
it should be displayed as
000-12-4567
