Receiving mail from a contact in Outlook

I can send email to a contact and they receive it. I cannot receive any mail
from that contact. No one else in the company can receive from him either.
Is the email address blocked on my server?

That could very well be the case. Consult your mail administrator. Provide
them with the date and time of the most recent email attempt by this
contact, as well as their email address. The contact can also take it up
with their mail administrator as well, as they could probably try to track
the message going out and see how far it got (if your mail administrator
can't see anything from this contact then that's what needs to happen
anyway).
