Reboot required when connecting to a network

I cannot connect to a different network without rebooting my Windows XP
Pro SP2 laptop. This includes using my WiFi connection in a new
location/network.

The symptoms include being able to get a DHCP address/lease. The
ipconfig /all command shows output that looks normal.

If I reboot the machine then I connect to the network just fine.

I frequently change networks in my work and leisure life, so this is a
royal pain in the neck.

Some other things about my setup. I am using BlackIce, not the Windows
firewall. This is because my company requires us to use BlackIce. I
also use Cisco VPN software. And VMware. All of these muck about with
networking in some way.

I have not used the netsh command to reset the IP stack because I'm
afraid of mucking things up even more.

Any pointers in the right direction would be appreciated.

U do not have to reboot.

Force a DHCP renew by command:

IPCONFIG /RENEW

or just DISABLE adapter, then ENABLED.

Ooops - I should have stated that I've tried both of those and it still
does not work.

I use ipconfig /release followed by ipconfig /renew, and it does not
work - reboot needed.
