Reboot Problem

I am having a peculiar prob with my computer, and
don't know exactly if this is an issue for this newsgroup,
but, as I dont know what it is, here goes....

My computer uses the A7N8X Deluxe 2.0 motherboard, with
bios version 1007. It has a Radeon 9800 Pro video card, and
I am running Windows XP Pro.

The problem is, everytime I install, or uninstall a program, or
modify any of my config settings, or simply install some (any)
new windows updates .... on the subsequent reboot, before it
starts the boot up, it stops ... tower beeps NON stop, and
my display is nothing but a message saying "Warning, the
Power cable to the Radeon 9800 Pro is Disconnected"

The computer will not boot up, unless you do any ONE of the
following: A) Open it up, remove the video card, reseat the video
card ....
B) disconnect the power cable to the video card, then reattach.
C) disconnect the VGA cable from the back of the computer, and
reconnect
D) Even simply unplugging the monitors power, and replugging has
worked once.
E) Or, UNPLUG the power from the computer, and replug after at
least 1/2 hour has resolved it.

Since this problem surfaced, I have had the motherboard replaced (due
to another problem) ....and it continued. PC Maker suggested trying to
use a different connector (off the power supply) ... I went one step
further,
and just swapped the entire power supply. Now using an Antec
TRUPOWER 550 ....Made no difference.

The pc maker insists that it can't be a defective video card causing this
behavior, says only power/cables/hardware can cause this behavior
... but I am confused, if it is some hardware problem, why does
it ONLY occur after making some config change, or installing/uninstalling
something? And once I do get past the problem, by doing any one of the
above steps .. I have no probs with booting, or rebooting, UNTIL the next
Windows config change. It doesnt matter WHAT is installed or uninstalled,
it does this with EVERY instance.

At either rate here is where I stand:
Video card ruled out (by the pc maker)
Motherboard ruled out (by virtue of swapping it out for another prob)
Power supply ruled out.

Does anyone have any suggestions where to look next?

Is it a real ATI card, or a sapphire or powercolor something?
I would tend to think it may be a problem with the video card...
i've had something similair like that happen before... sometimes
if I leave the computer unplugged..no power at all... the computer
would not boot up after being plugged back in. Will it do this with
an el-cheapo video card if you have an extra to put in?

It is a sapphire ...I haven't tried any other video cards, cause I have
none that require seperate connection to the video card, like the ATI's do.

I'm just really curious, why it only happens after any config change to the
OS .... otherwise, it will run perfectly, and boot/reboot to your hearts
content, till the next install/uninstall of anything.

Check your BIOS and reset ESCD data or whatever.... that might help?

Thing is, when it does this ... I cant get into the bios or nothing ..
just sits there beeping, and flashing "Radeon 9800 is unplugged, see your
manual for correct installation procedures"
