Read only Database

I want to change the name of my database, but the DB is apparently a read
only file. I right-clicked and looked at the file properties, but the
"Read-only" box is NOT checked. Please advise.

I right-clicked and looked at the file properties, but the
"Read-only" box is NOT checked.

Ask your Windows Administrator to give you write permission on the file, but
preferably on the directory, so that when the file is compacted, you'll
still have write permission on the new file.
