read only database?

Can someone help me figure out why on one workstation i have Access2003

front end reading a backend db on our server without any problem ( user

has 'limited' Privileges on XP) and on another workstation with the
exact same OS and Access version the user (with 'limited' privileges)
can only open the dbase as read only???

if i give the user admin privileges then he can read/write the dbase
without any problems but for obvious reasons i don't want to set that
user up with admin privleges on XP.

any suggestions are greatly appreciated.
Thanks
Steve

The users do not need to be admins, but they do need proper permission
levels. All users need to have Modify permissions in XP on the folders where
the front-end back-ends reside. In other words ALL permissions except Full
Control are required for full use of the database.
