ReActive USB External Dynamic Disc upon Reboot

I have an external dynamic harddrive that connects to the workstation via USB
2.0.
Upon reboot the drive is "offline" untill i go to disk management and
reactivate it. I've tried using both caching options and find the same
result.
Question:
Is there a way to reactivate this disk in the early stages of bootup as i
have other startup options (apps loading) that rely on it's being online?

On my desktop, drive is there if its ON during boot.
There r settings in BIOS 4 USB that I have all ON.

Any advise given is my attempt to show appreciation for all
the excellent help I've received here but I'm no MVP so it
may only apply NUGS (Normally, Usually, Generally, Sometimes :)
