re task manager

my brother's system ( xp professional) was infected with a trojan and
whether as a result of it or otherwise, we find many problems.
1. on pressing ctrl+shift+esc or ctrl+alt+ del we get a headless task
manager ie we get only the running tasks one with no tabs and we cannot see
the running processes etc as the tabs are not visible. nor can we close it
as the X is not visible in the top right corner. it can only be closed by
right clicking the icon in the system tray and choosing close.
2. most of the downloads using the ie browser are incomplete or the
insatallation is stopped as the installer says that the files are corrupt.
ideas for workarounds, restores please.
