re-invening menu

I am creating a mouseover menu that will popout to a submenu, and since this
is done using layers, will I have to re-do the mouseover menus on each
webpage?

Or will going through the "shared" borders automatically add my mouseover
menu with its popout submenu to all webpages? thank you
