Using built in XL capability, you can do this with only one slice.
Select the pie-in-pie subtype of a pie chart. Note that the original
data must contain the individual components. So, in your example,
slice1-size
slice2-size
3.5
0.2
0.2
0.1

Then, double-click the pie chart and from the Options tab set the
appropriate 'Second plot contains the last __ values'

Alternatively, you could make the pie with smaller wedges, but format the 3.5, 0.2, 0.2, and 0.1
wedges in the same color. Then make a copy with them colored differently.
