You can add a bar above and below with an EQ \x \to \bo field, but the bars
won't touch.

The use of a bar is not *required* by Roman numerals, it is just a styling
issue. Roman numerals simply use letters to indicate the count. If in doubt
as to the correct roman numeral you could use a formula field eg {=500
\*Roman} will give you D {=5 \*Roman} will give you V etc

And you can set up autonumbering to use roman numerals as well. There are
fonts that contain specific characters for the roman numerals, but they're
ugly, and, while they do have the advantage that each number is a single
character, the characters are of varying width and can't be used for
autonumbering.
