I know this is a little belated but, I also do not think
it is reasonable to have to change each folder's archive
setting manually when we should have the option of
setting the parent directory and have it cascade to all
subdirectories. Also, newly created folders should be set
to the user selected default archive setting. Anyway,
here is a workaround:

Outlook | File | Archive ... | select 'Archive this
folder and all subfolders:' | <select top level directory
to archive> | Archive items older that: <enter date> |
check 'Include items with "Do not AutoArchive" checked' |
<use current 'Archive file:' or Browse... to another one
| OK
